The U.S. General Services Administration (GSA) has selected ANDRO Computational Solutions, LLC of Rome—a premiere provider of advanced software defined radio products including radio frequency machine learning (RFML) and artificial intelligence (AI) technologies for wireless communications and networking—for a prime slot under the first set of competitive One Acquisition Solution for Integrated Services Plus (OASIS+) contract awards. OASIS+ Small Business (SB) is one of six competitively awarded contracts in the OASIS+ portfolio that also includes socioeconomic, small-business set-aside contracts for HUBZone SB, Service-Disabled Veteran-Owned SB, Women-Owned SB, and 8(a) companies and one unrestricted (UR) contract.
The OASIS+ Total Small Business Set-Aside portfolio has an estimated value of $47 billion with up to a 10-year period of performance and consists of multiple award indefinite-delivery indefinite-quantity (MA-IDIQ) multi-agency contract (MAC) contracts. Under this IDIQ, ANDRO will provide research and technical services towards the development of engineering prototypes and production-ready capabilities at scale in the AI/wireless communications and RFML space.
Assistant Commissioner of the GSA’s Office of Professional Services and Human Capital Categories and Federal Category Manager for Professional Services Tiffany Hixson stated, “The OASIS+ contract program has been designated a best-in-class (BIC) contract program by the Office of Management and Budget and, over the next ten years, will offer federal agencies access to highly qualified contractors for their complex non-IT service requirements.”

OASIS+ SB represents GSA’s commitment to small business participation in federal contracting and according to Federal Acquisition Service Acting Commissioner Tom Howder, the OASIS+ program helps to make that a reality. Awards of OASIS+ SB were made first to ensure that Federal agency Ordering Contracting Officers (OCOs) have access to this contract to meet expected mission support requirements in FY 2025. GSA plans to reopen the OASIS+ solicitations for additional open on-ramping during FY 2025.
